Civic Resilience

Centerfuse

The civic operating picture where your whole emergency-response team fuses.

New Not sold self-serve

Centerfuse is the operating system for the whole emergency-operations team, the center where a county's Fire, Police, Sheriff, EMS, EMA, public health, and public works response fuses into one live picture.

Who it is for
Counties, cities, campuses, hospitals, stadiums, and venues.
Price
Licensed per jurisdiction, from $4,800 / year. Not sold per seat — a county’s user count rises exactly when an incident is running, and the price should not punish that. Onboarding is quoted separately. See the tiers below.
Signature
Live GIS situational awareness, risk briefings, public information, capability assessment, and a grant pipeline.
Status
Live in production as mcema.us for Marion County, Illinois since April 2026, donated at no cost. Productized for licensing: 41 mapping layers and a jurisdiction template that renders a new deployment from a single configuration file.

Why we built it

Interview: the Marion County EMA origin and what you could not buy off the shelf.

The problem it confronts

Interview: where coordination breaks down during a real event, with agencies on different systems.

How it works

One operating picture across agencies: hazard and GIS layers, real-time feeds, risk briefings, public bulletins, capability assessment, and a grant pipeline, configurable per venue.

What you get, by tier

Each tier contains the one before it. Every deployment is its own site, its own domain, and its own data. Nothing is shared between jurisdictions.

  • Public — $4,800 / year. The public emergency-management site: hazard and infrastructure map, live National Weather Service, USGS, Storm Prediction Center and wildfire feeds, river gauges with flood-stage thresholds, bridge inventory, road closures, email alert subscriptions, a functional-needs registry, and public information with social posting.
  • Operations — $12,000 / year. Adds the access-controlled staff side: the operations log, incident tracker, fleet and equipment inventory, subscriber management, an administrative console, county-board agenda discovery, Slack integration, and a daily situational briefing written in plain English.
  • Resilience — $18,000 / year. Adds the critical-infrastructure planning portal: facility records with pre-incident plans, hydrants, contacts and attached documents, evacuation zones, and a consequence model covering fifteen scenario types — tornado, flood, hazmat, pipeline, rail, ammonia, fire, mass casualty, active threat, earthquake, winter, power, water, search and rescue, and custom. It estimates the affected footprint, who and what is inside it, and the resulting demand on mutual aid, and it exports a report you can run a tabletop from.
  • Grant pipeline — $3,600 / year, available on any tier. Finds open notices of funding opportunity by assistance-listing number, watches your SAM.gov registration and warns you before it lapses, tracks each application through its stages, and drafts narrative sections.
  • Onboarding — $7,500, one time. Your jurisdiction is not a settings screen. Onboarding covers the emergency operations plan narrative, the capability-and-gap assessment, the agency directory, hazard exposure written for your geography, GIS layer sourcing, the access-control roster, domain and certificate setup, and go-live verification. Waived on a three-year term.

Counties commonly fund this through the Emergency Management Performance Grant or the Homeland Security Grant Program. Multi-county, council-of-governments and mutual-aid-division pricing is discounted per county. Campuses, hospitals, stadiums and venues use the same tiers.

What makes it different

It is proven on a live county EOC, runs on infrastructure a county auditor will sign off on, and is one picture across every agency rather than a single department's tool.

Transparency and limits

Three things Centerfuse does not do, stated here rather than discovered in a demo.

  • It is not a mass-notification system. Alerts go out by email. There is no SMS, no voice dialing, and no IPAWS or Wireless Emergency Alert origination. Centerfuse sits alongside whatever notification vendor you already use; it does not replace one.
  • The consequence model runs on your local data — your parcels, your structures, your critical-facility list. It is a planning and exercise tool for comparing courses of action, not a certified loss-estimation study, and it is not a substitute for one where a regulation requires it.
  • Drone and remote-aircraft integration is designed, not built. If a live drone feed is a requirement, it is a project, not a feature you will find on delivery.
